Thank you for your interest in my Nasatya paper. I know very well the Tamil
words which you compare -- today itself I flew from Trichy to Trivandrum,
where I am writing this reply to you. There is much evidence for early Aryan
contacts in the Finno-Ugrian languages, but it is hard to push the
Dravidians from India much beyond the Indus Valley.
You are quite right with the Ugrians, their name comes from Aryan and
corresponds to Sanskrit ugra 'ferocious; noble'. But there is no connection
with Agra.
The similarity of Dravidian ur with the names of the Sumerian cities has
been noticed before, but the similarity is likely to be accidental, because
it is not supported by other equally suggestive cases with systematic sound
correspondences.
